Every number on the journey cites one of these. Checked 2026-10-14 unless a row says otherwise.
What counts as a governing body
A body is listed only when an official boundary polygon contains the point. Council districts come from SANDAG Council_Districts, limited to jur_name SAN DIEGO, so a hit is the City of San Diego plus that district. Supervisor districts come from SANDAG Supervisor_Districts. School and community college districts come from those SANDAG layers, and the card title is the layer's district name.
Special districts are read from the SANDAG district layers that match San Diego LAFCO's service types: fire protection, community service, cemetery, flood, hospital, lighting, port, public utility, resource conservation, sanitation, transit, water, and the County Water Authority member-agency layer. At 202 C Street on 2026-10-13, the only special-district hits were the port, MTS, and the County Water Authority member area named CWA CITY OF SAN DIEGO. The other special-district layers contained no feature at that point. LAFCO's special-district map groups retail and municipal water districts. It has no layer named San Diego County Water Authority, Metropolitan Water District of Southern California, San Diego Unified Port, or MTS. Point queries to that service timed out for this build, so the polygons here are the SANDAG layers.
A city department is not a body. City water service stays on the City of San Diego card. When the point is inside a County Water Authority member-agency polygon, the body is the San Diego County Water Authority, once. The member-agency name is not a second body. The Metropolitan Water District of Southern California is the wholesaler to the Water Authority. It is listed as a body only if a Metropolitan Water District boundary contains the point. The SANDAG layer Metro_Water_Districts is a tax area (at this point, MWD D/S REMAINDER OF SDCWA). That is not the Metropolitan Water District boundary, so it is not a body.
Get It Done "open"
Open means status New or In Process in the City's open-requests file. The City's own guide says those two statuses are the active ones. Near 202 C Street, duplicate children (a filled parent request id) are left out. The radius is 1 km from the address point. The citywide comparison counts every row in that same open file, because that is the population that lines up with the dashboard. The dashboard does not print one open total. The New series and the In Process series were summed from the published chart.
